A bit of it is; in part they adopt different pieces of new architecture
at different rates.  Sometimes they go off down there own paths on some
things, at least for awhile [eventually finding there way back to
'normal', usually].

I agree with you that this is unfortunate.  But it is not a GNOME, or
Desktop Environment, issue.  The DE rides on top of a platform which
does or does not provide all those system management services; which may
or may not include GUI components for managing those resources.
