I aggree this does not belong in the synth.
It used to be required with synthesizers where one could not hear the 
difference between b, p t, d v e etc.
Espeak is so clear that I never had to use it there although speakup allow 
for its  configuration.

Why?

I think this is not a text-to-speech function.  Rather it's a higher
level.  It's a language dependent text-to-text function.  It's
independent of any synthesizer.
