Orca itself does not do verbalized capitalization (see http://bugzilla.gnome.org/show_bug.cgi?id=354459), so this might be coming from speech dispatcher.

I recalled some discussion a while back but don't remember if or what
the solution might bee.  What I'm talking about is when using latest
orca with Speech Dispatcher plugin and espeak with punctuation set to
most, I still keep hearing the word "Capital" infront of every
uppercase letter  in flat review.  I don't hear that when cursoring
around in  an editor or any of that but flat review is constantly
saying Capital otherwise.  I'll have to verify my orca settings but
I'm pretty sure I don't have any capital turned on except for pitch.
It would be so much faster not to hear the word but just have a pitch
change and espeak does support pitch differences; or at least if the
screen reader does it through dispatcher because I've done it all the
time with Speakup and Speechd-up.
