I consider that a problem, and one that has to be solved sooner or later.
There are several suggestions in Bugzilla (auto-saving: https://bugzilla.gnome.org/show_bug.cgi?id=138373; saving the undo history: https://bugzilla.gnome.org/show_bug.cgi?id=148930) - see the discussions of the bugs for more insight in their respective challenges.
I've already mentioned in a previous mail that I can imagine a future GIMP version that won't need and won't have a dedicated Save command anymore, because you will be able to go back in time during your image manipulation, and maybe from any place within the image composition graph.
In short: do not expect this to be the last radical change in GIMP.
Regards,
Michael
