Maybe, I don't know, but more common is that users have the choice, to
_not_ add the quoted messages as an attachment, so usually only the
cursor position might be on top.

It's entirely down to the users - Outlook is perfectly capable of doing
things, err, "properly", but users generally can't be bothered to
interleave answers with the questions they are answering. It's so bad
that, as others have said, it has now become the "standard" in business
circles to top post and include absolutely everything from the message
they are replying to, and I mean everything - old messages,
attachments, signatures, encryption signatures, everything. When I have
asked people about it and tried to explain the illogicalness of doing
it, they generally say that it's more convenient to have all past
messages in the same email rather than having to look at other
messages; one even told me that it was more convenient when they
printed the email.

One person who I regularly exchange emails with now puts at the top
"answers are interleaved with the questions to keep Pete happy" - as if
I'm the bizarre one. Others have complained my messages don't say
anything because they don't bother looking beyond the start of the
first quoted message. :-(

And to get this back on topic a bit.  We still haven't heard from
anyone who uses digests as to why they prefer to use them. We'll even
let you reply to the digest you see this in and we won't tell you off!
