Actually, I could find the problem fix that isn't obvious.
I am testing chromium for some time and everything works as expected.
The fix of the problem is that I removed nvidia driver (nvidia and 
nvidia-utils) packages.
I tried to fix absolutely different problem with brltty and clipboard 
thinking that nvidia might cause that problem, but in fact removing 
nvidia package could fix Orca's flat review and chromium problem.
