[orca-list] Flat review stops working when chromium is opened

Hello.
Recently I wrote a letter here telling about the bug with orca and 
google chrome.
I could find more details and can provide a debug log.
This bug can be also reproduced in the latest version of chromium.
Steps to reproduce:
1. Open chromium.
2. Try to use flat review on different elements.
It can be applied in the web version of telegram:
https://web.telegram.org/z
3. After some time, try to use flat review commands. If they stopped 
working, switch off the numlock.
You will here the message numlock off.
4. Switch to the terminal and you will find out that the flat review 
still cannot be used.
5. Close chromium, google chrome, all instances.
You will notice that flat review starts working as expected after some 
seconds.
