lurch completely without speech unless he or she has console speech or
another solution like Emacspeak installed.  

One of the Speech-Dispatcher developers, as I remember, once proposed
redesigning it and rewriting it in Python. I'm sure the issues raised here
could be addressed in such a rewrite. That idea, too, was lampooned on this
very mailing list, as I recall.
