I can't confirm this!
Interupting speech works reliable here under Gentoo with pulse 0.9.19.
However we should try to find the reason for this.

I also experienced the issues others have reported with reviewing
individual letters, and letters not being spoken. I think its buffering
related, and libao doesn't play the buffer unless there is a minum
amount of audio to be played.

I think libao is not the problem here because 
I checked the pulse code of libao and couldn't find any bufering stuff.
Another thing is that libao's alsa output doesn't have the mentioned
problem.

Hint: Selecting male3 voice in speech-dispatcher is a workarround for
this problem.
Unfortunately voice variants can't be selected in orca directly.


Anyway, with further tweaking, I hope we can get this to a usable
solution for speech-dispatcher.
