Should be:
<say-as interpret-as="tts:key">underscore</say-as>
Both of these say: "underscore". I've just tested it.
espeak -m '<say-as interpret-as="tts:key">_</say_as>'
The first will say the word for "underscore" in the current language,
if it is defined in eSpeak. Otherwise it say "underscore" using the
English voice.
The second tries to speak the word "underscore" according to the
spelling-to-sound rules of the local language.
