Gnome-devel is not one package, but a complete package group consisting 
of all the devel packages  for gnome. I don't have an exact number of 
packages but there is several deb packages in the gnome-devel package group.
One thing you might try is look at the gnome.org build notes for Gnome 
2.14 and get a list of all gnome packages and the order they go in. That 
way you will be able to replace package name with package-name-devel.deb.
