CC.gnome.org subdomains (where CC is a two-letter code) have
traditionally been reserved for regional groups, and the CC are
country codes. This is mostly because not all regional groups have
been able to get gnome.CC domains in their own countries.
For example, the Swedish group used www.se.gnome.org until the Swedish
domain regulations were relaxed enough to allow getting www.gnome.se,
but similar problems still exists in many other countries and for many
other groups.

If you want to make CC.gnome.org subdomains language subdomains
instead, you are bound to introduce a lot of conflicts, since country
codes and language codes often differ.
