Or else, perhaps even a dedicated applet that displays
mini-icons of apps being launched.

You can animate these icons or make them change during the
different launch stages, add them a tooltip giving the app
name and its launch stage, and make clicking on them display
the actual launch splash-screen (which is no longer an
inconvenience because it's now only displayed on *request*).

An app could check if this applet is running, and if it is
so and « hide splash screens » have been toggled in the
control center display them only when the mini-launch-icon
is
clicked.

This, of course is a nice dream of mine. Before this a
simple « hide splash screens » control center toggle would
be enough for me.
