Could you do #3 using multiple 'configure --with-python=' passes, rather
tban just tweaking make?  Another option would be to pass in
PYTHON_SITE_PACKAGES for each version of Python, but then you replicate
the heuristics in two places (and two different languages!)  It would
obviously run a little longer, if building from source, but might be
workable.
