A way may exist to have espeak-ng run in console as well as graphical
interfaces but it's not documented in the archwiki. If that were
possible and the incompatible espeakup software were not needed this
might be possible.
My normal approach for speakup-like packages is to get them working in
the console and then get orca running with them in graphical interface.

do we know why systems installed using tarch are not accessible?
that is to say why orca does not speak on them?
yes we know. please look on my bug report:

there is also a solution to this problem. you can install espeakup from my
repository.
