You can visit:
http://packages.ubuntu.com/bionic/gnome-orca
and download version 3.28.3
maybe this is what you are looking for?

Hello.
How can update Orca in a version LtS of ubuntu, I use sudo apt update
and upgrade, but orca is 3.28 yet.
I didn't know Slint.
thank.

Hello,
orca 3.28 does not have the enhancements that make choosing a voice
easy.
Better use at least 3.34.1
The name of the speech-dispatcher package should be speech-dispatcher.
Version at least 9.0, preferably 9.1
This command:
speech-dispatcher -v
should display its version.
In my opinion you would make your life easier
installing Debian 10.3 with Mate, or Slint.
For Debian read:
https://wiki.debian.org/accessibility
For Slint read:
https://slackware.uk/slint/x86_64/slint-14.2.1/README.installation
and also
https://slackware.uk/slint/x86_64/slint-14.2.1/doc/Accessibility/Accessibility

Didier

Hello,
Which distribution and version are you using?
Did you actually install the voices, and then using which commands?
For festival you need to also install the server, else try flite.
Which versions of speech-dispatcher and orca are you using?
Best,
Didier
