Hello,

I would guess this can be divided into two tasks:
- Implement gsettings settings storage instead of current text files 
based settings storage. If possible this should be done seperate from 
messing with the actual UI of the screen reader preferences dialog. With 
this gsettings storage support in place gnome-control center developers 
will get enough power to tweak orca settings. I am sure they will come 
up with a graphical way on how to expose them and ask Alejandro, Joanie, 
Joseph and other gnome a11y people to comment on it. Joanie will in turn 
ask here on the list when this happens.
Then if we are up to we might do something with screen reader 
preferences window as judging from most of these comments this window 
would still be usefull although by default it won't be shown nor bound 
to keyboard shortcuts per default.

This is my feeling regarding all this.
