Hello,
It seems I was paying enough attention and I have found what prompted me
to report this in the first place. Unfortunatelly I haven't fully
realized what it is at that time.
Here is a simple test case where there are two links in a list. The link
text and its title property differ in a way that the text is all in
upper case while the title is lower case with the first character upper
case only. This generated similar accessible name and accessible
description in a way that we might like to suppress.
I am not sure if this is worth tweaking but at least my attitude is now
explained.

In theory, Orca is already trying to do this. From your request
apparently that is not working. Therefore could you please give me a
specific test case where this is failing with steps to reproduce the
issue so that I can look into it?
