Unfortunately, I'm not aware of any speech-dispatcher configuration
option that will automatically raise the pitch of a speech synthesizer
when a capital letter is encountered. This must be done from within Orca
by increasing the pitch of the uppercase voice. It has been suggested
here that eSpeak likes a slightly larger pitch increase, so 7.0 on the
pitch slider is easier to hear than the default 6.0. My guess is not
that you are encountering all lowercase text, but rather that you are
unable to hear the difference between a pitch of 5.0 and 6.0 using
eSpeak. I myself have a little trouble distinguishing between capital
and lowercase letters using the default setting, although if I go back
and listen really closely, I can tell that there is indeed a pitch
difference, though it is quite small. This appears to be a common
problem, so hopefully either the eSpeak module in speech-dispatcher can
be fixed to make the difference more noticeable, or Orca's default
uppercase pitch can be changed from 6.0 to either 6.5 or 7.0, at least
when eSpeak is chosen as the default voice. Hope this helps.
