For instructions, just view the attachment I posted to the list earlier and the link Boris provided and that 
should get you started.  David was able to do this successfully.  For the voices, all you have to do to 
install them is to go into synaptic package manager, control find type festival in the search box and scroll 
through the choices.  Incidentally, you might be interested in some of the Indian voices available.  I do not 
know which one is your language but I think they have Hindi and Marathi and possibly Gujaratti voices as 
well.  I don't speak any of those languages so cannot attest to their quality but, thought I'd mention it for 
you since you reside on the subcontinent on the off chance that one of those is your native language.  I 
personally enjoy having my computer talk to me in Spanish from time to time as that is my native speech.

Krishnakant:  Festival's voice texture and quality depends on which 
voice you have installed.  The 8kbps voices are kind of robotic with a 
humanesque character to them, the 16kbps are noticeably more human 
sounding and, lastly the 22kbps are high quality human-sounding voices 
that can go toe to toe with some of the commercial ones I've used.  If 
you use the mbrola voices, their quality is quite nice and 
human-sounding as well.
