Then I would like to give 22 bit voices a try.
Can you or some one tell me hot to get festival working with speech
dispatcher and how I can install these 22 bit voices?

Krishnakant: Festival's voice texture and quality depends on which
voice you have installed. The 8kbps voices are kind of robotic with a
humanesque character to them, the 16kbps are noticeably more human
sounding and, lastly the 22kbps are high quality human-sounding voices
that can go toe to toe with some of the commercial ones I've used. If
you use the mbrola voices, their quality is quite nice and
human-sounding as well.
