Are you running compiz by any chance? If so, there is a chance compiz may have stolen Windows M. Compiz is 
also not set up to allow you to switch between panels. The best solution is to run metacity, and the easiest 
way to change that is to change your login session to Ubuntu no effects at login time.

As I said in an earlier mail, also make sure you have the indicator applets on your panel as well.
