Got it! Wow, that was definitely harder than it needed to be. Espeak is now officially not being used by anything. At least not that I've heard, yet. :P

I think the best bet in the gdm folder is to delete all .orca.
Remember now that Orca currently puts its configuration information in
.local/share/orca instead of .orca.  Clear this all out and Orca
should come up with whatever speech system it finds and then you can
go into the preferences and alter accordingly.  You could also copy
the orca settings from your home directory like this:
cp -a /home/<user>/.local/share/orca /var/lib/gdm/.local/share
You might have to create the .local/share if it doesn't already exist
in your gdm's home directory.  Then you should get the same orca
settings in gdm as you would get when you login to gnome with a normal
user account.

Of course, I'm assuming that with this setup,, speakup is being
autospawned by each user account.  If a system service approach is
being used, /usr/bin/orca might have to be hacked to import the
environment ariable in order to access the speech-dispatcher server.
