NVIDIA has a binary driver that does not use standard display configuration
mechanisms (i.e. RandR). The wacom driver is an open source driver, both
kernel, X and other userspace parts, that _needs_ a configuration panel
because it is a very complex device that isn't served by any other panel.
There are legitimate reasons against calling it a "Wacom" panel and I've
argued that the naming is largely historical, but other than that, I don't
think the comparison works well.
