No, you quite clearly said that CD burner programs didn't need to be
able to make a bootable CD because people who want to do that know how
to use a command line.
That is dumbing down. I'm not against making good UIs. I'm against
dumbing down, which is what you were advocating (even if you didn't mean
to).
