You should look at it as when a module forgets to add a .c file to POTFILES.in, will it be out until next major release? or will you add it to POTFILES.in with next minor update? It's not a string change but missing strings, if one team cannot update it before 2.4.1, it's not a problem, but if another team updates them, you will win more localized applications instead of see it without translations. It's only a bugfix. Of course, as I said, it should be post 2.4.0.
