It's also possibly less well explained in
gnome-devel-docs/tutorials/i18n/C/i18n-guide.xml, in the section about
marking files for translations.

Check out that directory, run 

        mkdir html; xsltproc -o html/ i18n-guide.xml

from with the directory and load html/index.html into your browser.
