No, the ChangeLogs *should* be trustworthy. What telsa is saying is that
package maintainers should keep an eye on

entries, as sometimes, by mistake, Joe is creditted, instead of Bar.

Sometimes I commit a po file from a team mate, which had been working on
the po file for a while, and when I do, the file might be a bit out of
date. Last-Translator points at the other translator. The day after, I
update the remaining stuff, and change Last-Translator to myself. Two
different translators, only I was creditted, but the big work was done
by someone else.
