[Gimp-user] UI drag and drop issues prevent layer reorder or dialog tab reorder

Yep! That's it ! 

I've also Kapsersky (2014 for me). I open gimps project and impossible to move
layers and when I close Kaspersky all is fine, I can rearrange tab and layers :)
