Make it a hard dependency!  As you said, it doesn't make sense to have
desktop profiles without lockdown.

You'll want to notify the release team about the change in dependencies.

May I give you homework?  :)  There was a patch to add support for
locking down OpenOffice.org.  I *think* this patch was committed to the
copy of Pessulus that was inside Sabayon.  Can you please see if you can
find that in the git history?  If not, tell me and I'll hunt that patch
in the openSUSE patches of yore.
