Were you unable to find this information in the API documentation, or
have you not looked at the API documentation?

You can use the playlist manager 'playlist-added' signal
(http://library.gnome.org/devel/rhythmbox/unstable/RBPlaylistManager.html#RBPlaylistManager-playlist-added)
and the 'deleted' signal on the source itself
(http://library.gnome.org/devel/rhythmbox/unstable/RBSource.html#RBSource-deleted)
to watch for playlists being added and removed.

The RhythmDB entry-changed signal
(http://library.gnome.org/devel/rhythmbox/unstable/RhythmDB.html#RhythmDB-entry-changed)
is emitted for each database entry change, including song ratings.
