For me on my Arch box, Cinnamon starts Orca but doesn't speak the menu buttons and such. Do I need to do
anything specific for Cinnamon to work?

the system is ready to use. I noticed that Orca do not speak if Orca is
set to automatically start when the system starts. So after the system
starts I press Alt+F2, typing orca and press Enter.
