That sounds fine to me, as long as the choice remains to have the
capslock key work normally.

laptops with number pads much harder to find, but they tend to be far
more expensive than laptops without number pads. Seeing the message
that indicates using both the capslock and insert keys as Orca

Then users who need to switch layouts will be able to do so easily, no
matter which layout is the default.
