Based on everything you've told me, it sounds like there is a regression
somewhere causing Orca to no longer be notified of the keys you press.
Orca's interruption of speech works by Orca being told you pressed a key
and stopping speech. Orca commands work by Orca being told you pressed a
key (or key combination) which corresponds to an Orca command. Orca's
key echo (mentioned by José) works by Orca being told you pressed a key
and -- assuming you have key echo enabled -- speaking the key you
pressed. In other words, Orca depends 100% on knowing what keys you pressed.

That said, I'm using Fedora 30 with Orca 3.34.0 and not seeing what
you describe. Orca shuts up immediately for each keypress.
Does it happen in all desktop environments?

and login processed, Orca can't be stopped until speaks last action.
Next example. Ctrl alt tab, 3x tab. Orca says all. Top bar button,
activities push button, date and time menu, system menu,
accessibility menu. Again, can't be stopped. Is this Fedora issue
or something is not upgraded to fF31?
