Hmmm. Right now I'm at a conference and don't want to upgrade to Fedora
31 (just in case the upgrade fails; I need a working system). That said,
I'm using Fedora 30 with Orca 3.34.0 and not seeing what you describe.
Orca shuts up immediately for each keypress.
Does it happen in all desktop environments?

with one sec pause between stars. But, the password was entered and
login processed, Orca can't be stopped until speaks last action.
Next example. Ctrl alt tab, 3x tab. Orca says all. Top bar button,
activities push button, date and time menu, system menu,
accessibility menu. Again, can't be stopped. Is this Fedora issue or
something is not upgraded to fF31?
