Hopefully GNOME2 will work in Ubuntu 18.04 because in 17.10 it is doing
very well. I installed it with:
sudo apt install gnome-session-flashback

Unfortunately it's a downstream issue specific to Ubuntu, not due to
Orca. Ubuntu use the ubuntu-indicator-appplet to display applets, I
don't how it works precisely.
If you expect to see it fixed, you should report a bug to Ubuntu Mate
or if you expect to have something working in a reasonable time frame,
you should install Debian.
