Nah, not released yet. So it's beta. It's coming out in april as the
next lts, long term support, release. I use it because it has up to date
software. Most importantly, it has mate 1.20, libre office 6.0 and orca
3.27. I'd recommend using it though because it is, at least for me,
stable. There is some orca lag, but not nearly as much as I reported a
few days ago. A fresh installation fixed most of the lag I was
experiencing. But some people don't like running beta software so it's
up to you. I wish I could figure out what this weird bug is, and fix it.
At last, it's not just me who is experiencing it. I've done all the
usual steps, changing volume, muting and unmuting, running espeak hi to
check sound, and finally killing pulse audio, deleting it's config in
~/.config and /etc, and finally reinstalling both it and speech
dispatcher. Nothing works.

upgrading to ubuntu 18.04? You can either grab an image from

or whatever desktop you prefer. This won't solve your problem in
17.10, but it will get speech going. I'll be glad to help you if you
run into any more problems.
