There is. It's called Install-Recommends and it's enabled by default in
Squeeze but wasn't in previous releases.
You can disable it by putting
APT::Install-Recommends "false";
in a file under /etc/apt/apt.conf.d. For example, I have it in
/etc/apt/apt.conf.d/99disable-recommends
