I suspect you're right, although I'm not sure it's always the case that
more distros supporting a desktop equates to more accessibility people
working on it.

In any case, shortcut keys are good choice, but making the top panel
accessible and having the launcher menu accessible will be the final
touch to make Gnome shell compelling in terms of accessibility.
