Well, obviously I don't know exactly when the top panel, Dash, etc
will become fully accessible in Gnome Shell, but I do agree that would
be putting the final touches on it for accessibility. I'm sure we will
see some of this between now and say the time Ubuntu 14 is released.
I've seen huge strides in accessibility  between Gnome Shell 3.0 and
Gnome Shell 3.4 in just this past year. In another year from now Gnome
Shell 3.8 could be just as accessible as Unity 2D. Give it two years
and I dout we will have much to complain about if the Gnome Shell devs
stay on top of things. :D

In any case I really feel Gnome Shell will be the best long term
option for a VI Linux user. No one knows exactly when KDE  willcatch
up with accessibility, Unity 2D is getting canned, and Unity 3D may or
may not be fully accessible by the next LTS release. For users of
Fedora, Arch, Debian, etc I see Gnome Shell as being a part of their
future as well.

access the launcher menu like the one in Unity 2D?
In any case, shortcut keys are good choice, but making the top panel
accessible and having the launcher menu accessible will be the final
touch to make Gnome shell compelling in terms of accessibility.
