In response to your message, I launched Epiphany Browser and googled 
something.  Instead of hitting the "screen readers, click here..." link, 
I just navigated as I normally would do.  I found that Orca would not 
read as I moved with the up and down keys, until I moved to the results 
list with a press of '2'.  From this point, I could use tab, shift+tab, 
structural navigation, and arrow keys as one would expect.  If I have to 
use a Google search, I always hit '2' to jump down, immediately, to the 
hits.  Duckduckgo gives me a nicer hit list, anyway, so I've taken to 
using that.
