I too don't have orca echo letters. The key echo setting will then let
you choose which keys should be echoed (eg. locking keys, modifier keys,
alpha-numeric keys (if you really want that), etc). The key echo setting
is a separate key setting to the echo by character setting.
However, from what people are saying, it seems this doesn't work for the
current issue described (capslock is activating when it shouldn't here
and I think orca is not picking this up).

This is true my Natty system, other systems if an user using Orca
with laptop layout caps lock doesn't toggling I think on/off when
Orca is running.
If I press Capslock+Backspace key, and press single caps lock, Orca
right spokening the capslock lock state (on/off).
