I'll have to check this out but I use Word mode in stead of echoing
individual letters. At this point, I know I have toggle keys turned
on but the caps lock never speaks the status when pushed; at least it
never does in laptop mode and I'm on a laptop so can't switch to the
other to verify this final point.

This is true my Natty system, other systems if an user using Orca
with laptop layout caps lock doesn't toggling I think on/off when
Orca is running.
If I press Capslock+Backspace key, and press single caps lock, Orca
right spokening the capslock lock state (on/off).
