The classpath is very important.
If you are using openjdk then it is some thing like /usr/lib/java/java-6-openjdk/jre/ext I might be slightly off the track but I am sure its there and not /usr/share/java where lot of jar files are found.
This is a confusing pitfall.

Yes, there is a
/usr/lib/jvm/java-6-sun-1.6.0.26/jre/lib/ext/java-atk-wrapper.jar
file that belongs root.root and is readable by all.

and accessibility.properties in the jre/lib.
Yes, that one is there, too.
In addition to comments, it contains this line:
assistive_technologies=org.GNOME.Accessibility.AtkWrapper
and has same owner, group and permissions than the jar file.
