I just learned that the Open TTS team wants to start a freeze by the
end of the week so a stable public release can be put out.  Given
this, how soon can the patch supplied with bug #618927 be applied to
git?  Does anyone else have to test from the patch first? I don't know
how many people are actually testing latest orca and opentts at the
same time.  This could make for complex and risky testing given
multiple places where speech could be lost.  Fortunately for me, I
never lost any speech with my testing thus far.  Probably the only
trick is to bring up Orca and switch speech synth systems on the fly
and keep speech going.  What I ended up doing was to save off my .orca
directory and then started up Orca from anew; that allowed Orca to
pre-initialize itself and prompt me for the speech synth.  After Orca
was running, I could see opentts in the list of choices.  See, I never
had speech dispatcher and opentts installed at the same time due to
other possible conflicts.

Anything else needed, let me know.

Yes I do believe that if Orca cant make a connection to the speech engine, 
then it will not be included in the list of available speech servers.
I would have to dig into code to be 100% sure though.
