An alternative would be to change eSpeak so that the setting of:
  espeak_SetParameter(espeakCAPITALS, value);

is used for speaking character names, as well as when speaking text. 
This allows for:
  Saying the word "capital"
  Playing a click sound).
  Raising the pitch by a specified amount.

But such a change would probably not be allowed for Ubuntu 8.04.
