Thanks Peter!  I see several related, but separate, problems here:

1) Orca should support verbalized punctuation. In the event the
   TTS system supports the verbalization, Orca should provide the
   option to let the user decide what they want to use: the
   TTS system's implementation, Orca's implementation, or none.

3) The gnome-speech driver for eSpeak should expose verbalized
   punctuation and/or verbalized capitalization from the synthesis
   engine if the engine has the support.

4) The gnome-speech parameters for exposing verbalized punctuation
   and capitalization should be standardized by name, type, and
   value.  (No bug number for this.  gnome-speech has always been
   somewhat 'close to the metal' with respect to parameters.)

5) For some reason, it seems as though recent releases of eSpeak
   are now defaulting verbalized capitalization.  The reason I'm
   thinking this is that I don't recall things changing in the
   Orca or gnome-speech modules that might have caused this to
   occur.  Can you verify this?  I'm using eSpeak 1.31 19.Jan.08
   and do not experience verbalized punctuation or capitals coming
   from the gnome-speech espeak synthesis driver.  If this is the
   case, the default for gnome-speech should be to turn the
   verbalizations off to support the behavior that the driver has
   been giving since its creation.

Actually this capital is added by Espeak. If orca does not do character verbalization it-self this will be happening all the time see also this bug for additional details: http://bugzilla.gnome.org/show_bug.cgi?id=520494 Since patch in this bug entry fixes other problems I think we need to be able to tell espeak not to say capital when user wishes so. Perhaps this is already possible with Espeak Orca and speech-dispatcher should just make some use of it.
Let's comment in those bug entries please so it won't be forgotten.
