Install the Firefox Accessibility Extension from
http://firefox.cita.uiuc.edu/ - not all functions works properly with
Orca (you can bring up headings list, but not skip to selected heading),
but two most important - links list and navigation bars list works OK.

Remember to switch Orca into "read row" mode!
