May be try yasr from
cvs -d:pserver:anonymous yasr cvs sourceforge net:/cvsroot/yasr checkout yasr
A while ago I worked with Mike to make yasr work better with 
speech-dispatcher.
I change languages in espeak by making the default voice the one I want on 
the fly.  This seem to work ok for Afrikaans.

BTW.: Yasr should be changed so that it can use UTF-8.
I just downloaded and installed the very latest from source-forge, and I 
had to realize, that using non-English languages cause Yasr to crash 
when encountering characters like German umlauts.
