Disregard my previous message. From my home directory I did

mkdir -p .speech-dispatcher/conf
cp -R /etc/speech-dispatcher/* .speech-dispatcher/conf

and now I can run speech-dispatcher as myself with no errors. No sudo
required thank God! I'll just stick a call to speech-dispatcher in my
gnome startup now and I will have orca and speech-dispatcher working the
next time I restart after an update.
